Expressions of interest

The Government of the People’s Republic of China is applying for financing from the World Bank toward the cost of the Liuzhou Environment Management Project which include 62 public toilets, 30 portable public toilets, two mobile public toilets, 42 waste collection stations,a large-scale transfer station（450 tons per day）,a fleet of serving trucks and vehicles,and intends to apply part of the proceeds for consultant services.The services will provide Technical Assistance for Operational and Institutional Strengthening of Public Sanitation and Solid Waste Management,which objectives are:

(i) to assist the Liuzhou Environmental Sanitation Department (ESD), at both the municipal and district levels, with developing manuals, transferring knowledge, undertaking analyses and evaluations, and developing action plans to manage its new infrastructure and improve overall operational efficiency;

(ii) to develop a detailed action plan for institutional reform and improvement of institutional capacity in the management of municipal solid waste and public toilets; and

(iii) to build capacity of municipal and district ESD staff by providing on-the-job and other classroom training and study tours (both domestic and overseas).

Liuzhou Environmental Sanitation Department now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
