Chongqing Municipal People’S Government Of Republic Of China has received an ODA Loan from Japan Bank for International Cooperation, hereinafter referred to as the JBIC, in the amount of Yen Four Billion Four Hundred Twelve Million Only (JPY4,412,000,000) toward the cost of Chongqing Environment Model City Project (I) Sub-Project: Natural Gas System Renovation And Expansion In Urban Of Chongqing, Package No. 5 Automatic Monitoring System For Transfer & Distribution Network Dispatching (Loan Agreement No. CXXI-P115, signed on March 28, 2000), and intends to apply a portion of the proceeds of the loan to payments under the contract of Chongqing Environment Model City Project (I) Sub-Project: natural gas system renovation and expansion in urban of Chongqing, for which this invitation to bid is issued. Disbursement of the ODA Loan by JBIC will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the 'Guidelines for Procurement under JBIC ODA Loans'. No party other than Chongqing Municipal People’S Government Of Republic Of China shall derive any rights from the Loan Agreement or have any claim to Loan proceeds. The above Loan Agreement will cover only a part of the project cost. As for the remaining portion, Chongqing Municipal People’s Government Of Republic Of China will take appropriate measures for finance.
We hereby invite sealed bids from manufacturers and/or trading companies organized and registered in and controlled by the eligible source countries. According to the stipulations of the Loan Agreements, the eligible source countries refer to China and Japan.
Interested manufacturers and/or trading companies are kindly requested to come to the Rm. No.1102，Genertec Plaza, NO.90, Xisanhuan Zhonglu, Fengtai District, Beijing, China for obtaining the bidding documents between 9:00 and 16:00 from July 3 to Aug. 2, 2007 upon non-refundable payment.
