Invitation for Bid

1.Tianjin Binhai Civil Construction Development Co., Ltd entrusts China International Tendering Company to organize an international bidding for a Engineering Supervision Project for Cihai Bridge construction at Tianjin Construction Transaction Center.

2.Requirements for qualification of applicants for bidding are as follows:

2.1. Each applicant shall be a legal person or organization legally registered at his country for conducting similar engineering supervision projects thereof.

2.2. Each applicant shall bid as a member of a consortium of no more than three members and a Consortium Agreement signed by all parties shall be provided when purchasing bidding documents. The representative of each consortium should be an overseas engineering consultant institution and other members of it should be domestic engineering supervision companies.

2.3. In recent 5 years, all parties of the consortium should have successfully undertaken, in China or abroad, supervisions on bridge constructions (including steel structure suspension bridges, cable-stayed bridge or arch bridge) with over 5000 M2 single body as well as participating in supervisions on constructions of steel structure entertainment facilities, especially sky wheels.

2.4. Additional requirements for overseas applicants in a consortium are as follows:

(1)Having registered at their countries for more than 5 years；

(2)With the highest qualification for conducting engineering supervision in their countries;

(3)Chief engineer (chief supervisor) shall be an expert with senior technical or academic title and experiences in engineering consultant or supervision for over 10 years as well as experiences and higher theoretical level in steel structure design and construction of sky wheels and bridges.

2.5.Additional requirements for domestic applicants in a consortium are as follows:

(1)Each applicant shall be with qualification for conducting on engineering supervision in Tianjin city;

(2)With class A qualification of supervision for civil engineering and bridge constructions obtained from Ministry of Construction of the P.R.C.

3.Introduction of the engineering: Across Ziya River and located at intersection of Hebei District and Hongqiao District, Tianjin City, Cihai Bridge includes main bridge (including commercial space structure below the bridge), sky wheel, leading bridge and road. Total area of the bridge is 15600 M2 approx., of which area of main bridge is 5700 M2 approx. and area of commercial space below the bridge pavement is 2640 M2 approx.

4.Deadline for Application: 15:00, Nov.15, 2004.

5.Method of Application:

By or before 15:00 Nov.15, 2004, applicants shall submit by fax to China International Tendering Company, applications for bid (must be signed and stamped with company stamp), a set of copies of business certificate qualification certificate for operating in the field and company brief. Members of a consortium can apply seperately or in the form of the consortium, nevertheless a consortium agreement signed by all parties shall be submitted when purchasing bidding documents.
