1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 664 of Oct. 16，2005.
2. The People’s Republic of China has received loan from the International Bank for Reconstruction and Development toward the cost of Agriculture Technology Transfer Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for Xianyang New Sunshine Agriculture and Sideline Products Transaction Market Sub-project.
3. The China International Tendering Company is authorized by Xianyang New Sunlight Agro-Products Trade Co., Ltd now invites sealed bids from eligible and qualified bidders for the Contract for the supply of the Vegetable quality safe detection and monitoring instrument & equipment of Xianyang New Sunshine Agriculture and Sideline Products Transaction Market Sub-project.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information at China International Tendering Company and inspect the bidding documents between 9:30—11:30/13:00—16:00 from April 9, 2010 (Saturdays, Sundays and holidays excepted).
6. Qualifications requirements is included in section III of Bidding Documents. A margin of preference for certain goods manufactured domestically shall be applied, details are provided in the Bidding Documents.
7. A complete set of Bidding Documents in English/Chinese for each package may be purchased by interested bidders on the submission of a written Application to the address and upon payment of a non refundable fee of RMB1,000.- or in USD150.-. In case of any discrepancy between the Chinese version and the English version of the bidding documents, the English version shall prevail. The method of payment will be in cash or check.
8. Bids must be delivered to the address below at or before 10:00am (Beijing time), on May 25, 2010. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 10:00 am (Beijing time), on May 25, 2009. All bids must be accompanied by a Bid Security of no less than 2% of total bid price or an equivalent amount in a freely convertible currency.
