Supply and Installation of Plant and Equipment

1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business on April 4, 2006.

2. The People’s Republic of China has received a loan from the International Bank for Reconstruction and Development toward the cost of the Liaoning Medium Cities Infrastructure Project and it intends to apply part of the proceeds of this loan to payments under the contract for FTM21 Fushun Area Traffic Control System (ATC), Closed Circuit Television (CCTV), Red Light Running System (RLR), Traffic Guidance System (TG) and Overspeed Detection System (OD).

3. China International Tendering Company, the Procurement Agent, on behalf of Fushun Municipal Transport Management Project Office, the Employer, now invites sealed bids from eligible bidders for: FTM21 Fushun Area Traffic Control System (ATC), Closed Circuit Television (CCTV), Red Light Running System (RLR), Traffic Guidance System (TG) and Overspeed Detection System (OD).

4. Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines. The bidder shall have successfully performed at least two similar contracts for complete equipment supply and installation in the last five (5) years, and which have been in successful operation for one year.

5. Interested eligible bidders may obtain further information from China International Tendering Company and inspect the bidding documents given below (First Floor, Genertec Plaza, No.90, Xisanhuan Zhonglu, Fengtai District, Beijing, China.) from 9:00-11:00am and 1:00-4:00pm(excluding Saturdays, Sundays and official holidays in China).

6. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below from March 26, 2010 between 9:00-11:00am and 1:00-4:00 pm. (Except Saturdays, Sundays and holidays) and upon payment of a non refundable fee of CNY1000.- or in USD150.-. The method of payment will be by cash, check or T/T. The Bidding Documents will be sent by express mail.

7. Bids must be delivered at or before 10: 00 am (Beijing Time) on May 7, 2010. All bids must be accompanied by a bid security of minimum RMB500, 000.00 or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened immediately thereafter at the 3rd meeting room, the 4th floor, Jinhuayuan Hotel (No.5 Beiqima Street, Heping District, Shenyang city, Liaoning province) in the presence of the bidders’ representatives who choose to attend the bid opening.
