1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue No569 of October 31, 2001.
2. The Government of the People’s Republic of China (PRC) has received a loan from the International Bank for Reconstruction and Development and International Development Association (hereinafter called the World Bank) in various currencies towards the cost of Inner Mongolia Highway Project. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contracts for supplying Road Maintenance Equipment .
3. China International Tendering Company (ITC), for and on behalf of LJ Expressway Project Administration Office of Inner Mongolia Autonomous Region, invites sealed bids from eligible bidders for the supply of Road Maintenance Equipment as follows:

4. Bidders are allowed to offer any one or more than one package in one bid. Bidders wishing to offer discounts for award of combined contract will be allowed to do so. Provided those discounts are included in the Form of Bid or submitted in writing before the deadline for bid submission. The discount should be also signed by the person(s) authorized to sign the bid on behalf of the bidder. All bid and offers of discounts shall be opened and evaluated simultaneously to determine the bid or combination of bids, including discount, offering the lowest evaluated solution.
5. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the World Bank Standard Bidding Documents: Procurement of Goods, January 1995, revised March 2000, January 2001, March 2002, and March 2003.
6. The Bidding Documents may be purchased by any interested bidder between 9:30—11:30/13:00—15:30 from August 30,2004 (Beijing Time) (Sundays and holidays excepted) at the following address:

and upon payment of a non-refundable fee of US$150 or RMB¥1200 for one set of bidding documents.
7. Bids must be delivered to 4th floor, Meeting Room, LJ Expressway Project Administration Office of Inner Mongolia Autonomous Region, China on or before 10:00 A.M. on October 15, 2004 (Beijing Time). All bids must be accompanied by a bid security of not less than 2% of bid price or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the above address at 10:00 A.M. on October 15, 2004 (Beijing Time).
