WQM/22.02 Procurement of Environmental Quality Monitoring Instrument

1.This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no. 546 of 16 November 2000.
2.The Government of the People’s Republic of China has received a loan from the International Bank for Reconstruction and Development toward the cost of the Liao River Basin Project, and it intends to apply part of the proceeds of this loan to payments under the contract WQM/22.02 for Procurement of Environmental Quality Monitoring Instrument.
3.China International Tendering Company now invites sealed bids from eligible bidders for WQM/22.02 Procurement of Environmental Quality Monitoring Instrument, which compose of the following Packages:
Package 1 - WQM/22.02-A: Shenyang
Package 2 - WQM/22.02-B: Jinzhou
Package 3 - WQM/22.02-C: Yingkou
Package 4 - WQM/22.02-D: Dandong
Package 5 - WQM/22.02-E: Fuxin
Package 6 - WQM/22.02-F: Tieling
Package 7 - WQM/22.02-G: Chaoyang
Package 8 - WQM/22.01-H: Panjin
The Instrument procured under the above packages includes Gas chromatograph, Atomic absorption spectrophotometer, BOD detector, Portable COD detector, Ion chromatograph etc.
Bidders can bid for any one or any combination of the above packages. Bids will be evaluated on the basis of each package. Discount will be taken into consideration and contracts will be awarded to the combination of contracts with the lowest overall evaluated responsive prices to the Purchaser.
4.Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IpD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines.
5.Interested eligible bidders may obtain further information from China International Tendering Company and inspect the bidding documents at the address given below between 9:00 and 16:30 hours from January 11, 2005 (Saturdays, Sundays and holidays excepted).
6.A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee in RMB1200 or in USD145. The method of payment will be cash or cashier’s check. A further RMB 400 or USD 48 shall be payable if the documents are to be sent by courier.
7.Bids must be delivered to the address below: Meeting Room, 5th Floor, Shenyang Machinery and Electric Equipment Tendering Corporation, No.2, Suihua Dong Street, Heping District, Shenyang, China at or before 10:00 a.m. (Beijing Time) on Fepuary 28, 2005. All bids must be accompanied by a bid security of not less than two percent (2%) of bid price or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address above immediately afterwards.
