1 The People’s Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Xinjiang Municipal Infrastructure Environmental Improvement and it intends that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

2 China International Tendering Company (ITC), the authorized Procurement Agent of Municipal Construction Bureau of Yining City the Purchaser, invites sealed bids from eligible bidders from member countries of ADB for the following contracts:

· 0701-102020180156 - Supply and Installation of Sanitation Facilities

3 The contract is under Yining Road and Public Utilities Component of Xinjiang Municipal Infrastructure Environmental Improvement Project. It is for procurement of litter bins, garbage bins, garbage trucks, sweeping cars and snow-clearing trucks. Details and specifications are provided in the Bidding Document.

4 International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: One Envelope Bidding Procedure and is open to all bidders from eligible source countries.

6 To purchase the Bidding Document, bidders should:

· visit the office of the ITC at the address above and pay a non-refundable fee of RMB3,500.00 or US$500.00 in cash;

or

· request for delivery by sending a written application to the ITC at the address indicated above. The application must include a cashier’s check of RMB3,500 or US$500 for overseas delivery, or evidence over direct deposit to the Account No. 00271508091001 at Head Office of Bank of China, Swift Code: BKCHCNBJ. The document will be sent by the courier. No liability will be accepted for loss or late delivery.

7 Bidders should deliver their bids to China International Tendering Company:

· at the address below;

· on or before 10:00 a.m. (Beijing Time) on 6 December 2010. All bids must be accompanied by a bid security of not less than 2% of bid price or an equivalent amount in a freely convertible currency. Late bids will be rejected.

8 Bids will be opened immediately thereafter at the address above in the presence of the bidders’ representatives who choose to attend.
