1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issued 21 September 2009.

2. The government of P.R. China has received a loan from the International Bank for Reconstruction and Development toward the cost of Nanning-Guangzhou Railway Project and it intends to apply part of the proceeds of this loan to payments under the Contract for Procurement (ICB) of the goods (Lot R05, 06 and R07) listed below.

3. The China International Tendering Company, entrusted by Foreign Capital and Technical Import Center, Ministry of Railways, now invites sealed bids from eligible and qualified bidders for:

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from China International Tendering Company, Ms Chang Zhifeng (changzhifeng@itc.genertec.com.cn) and inspect the Bidding Documents at the address given below from 9:00-11:30, 13:30-16:30 (Beijing time) (except Saturday, Sunday, Holiday).

6. Qualifications requirements included: the technical, financial, legal and other requirementsin the provision of the bidding document. A margin of preference for certain goods manufactured domestically shall be applied. The major qualifications requirement is: Lot R05: The bidder (or manufacturer) shall have experience of supplying Track Switching Fitting - Single Turnout for 250km/h or higher speed railway line. Lot R06, R07: The bidder (or manufacturer) shall have experience of supplying clamps for 250km/h or higher speed railway line. Additional details for the qualifications requirements are provided in the Bidding Documents.

A complete set of Bidding Documents in English or Chinese may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee RMB1000 or in USD150 for each lot. The method of payment will be in cash or T/T. RMB200 or USD50 shall be added for the postage for express mail for purchasing by mail. No liability will be accepted for loss or late delivery.

8. Bids must be delivered to the address below at or before September 13, 2010 14:00 (Beijing Time). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 14:00 (Beijing Time) on September 13, 2010. All bids must be accompanied by a Bid Security of at least 2% of bid price^.
