1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 4 of 4 April 2006.
2. The People’s Republic of Chinahas applied for a loan from the International Bank for Reconstruction and Developmenttoward the cost of Liaoning Medium Cities Infrastructure Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for Panjin Bus IC Card System（PPT21）and the Vehicles and Equipment of Road Traffic Management for Panjin City (PTM23) .
3. China International Tendering Company is authorized by Panjin Urban Infrastructure Project Management Office now invites sealed bids from eligible and qualified bidders for the following contract/lot:.
Contract PPT21:
Bus IC Card System（Supply and Installation of Plant and Equipment）
Contract PTM23：
Road-block Removal Truck(Quantity: 2sets)
Communication Commanding Vehicle (Quantity: 1 set)
Road Spraying Equipment （Quantity: 1 set）
9MScissor-type Aerial Work Vehicle(Quantity: 1 set)
Trailer type automatic road cone distribution and collection equipment (Quantity: 1 set)
GPS (Quantity: 100 sets)
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and are open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from China International Tendering Company, Mr. Shi Bo, shibo@itc.genertec.com.cn and inspect the Bidding Documents at the address bellow (The first floor, Genertec Plaza, No.90, Xisanhuan Zhonglu, Fengtai District, Beijing, 100055, China.) from 9:00-11:30am and 1:30-4:30pm(Except Saturdays, Sundays and holidays).
6. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below from April 27, 2010 between 9:00-11:30am and 1:30-4:30 pm. (Except Saturdays, Sundays and holidays) and upon payment of a non refundable fee of CNY1000.- or in USD150.-. The method of payment will be by cash, check or T/T. The Bidding Documents will be sent by express mail.
8. For contract PPT21, Bids must be delivered to the address below at or before 9:00 am, on June 8, 2010. For contract PTM23, Bids must be delivered to the address below at or before 9:00 am, on June 9, 2010. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person. All bids must be accompanied by a Bid Security of no less than RMB 210,000.00 for contract PPT21 and contract PTM23 separately or other equivalent amount in a freely convertible currency.
