1、中华人民共和国已从亚洲开发银行收到了一笔贷款,用于支付新疆昌吉州统筹城乡基础设施建设示范项目下的费用,并计划将一部分贷款用于上述合同项下的合理支付。
2、中技国际招标有限公司(采购代理)受阜康市住房和城乡建设局(买方)的委托,邀请合格的投标人对上述合同提交密封投标。交货期为合同签订后6个月。
3、本项目主要资格标准如下:(1)投标人最近3年(2014、2015、2016)的平均营业额不少于5,000万人民币;(2)投标人应明示其资金来源,如流动资产、授信额度和其他财务资源(不包括合同预付款),能够满足本合同1,200万元人民币现金流的要求;(3)投标人最近3年(2015-2017)内作为主要供应商至少成功完成2个合同金额不少于2,000万元人民币的道路养护项目合同(合同的规模和复杂程度类似),投标人应具有ISO9000质量管理体系的认证证书;同时必须提交能够证明投标人上述业绩的证明材料复印件,包括但不限于合同复印件、中标通知书、用户证明和其他相关证明文件等;(4)投标人所提供的关键性设备(包含滑移装载机、扫雪车、轮式挖掘机、洒水车、清扫车、勾臂车、扬雪机和垃圾清运车)的生产厂家至少有5年的生产经验,每类货物厂家至少有5个类似类型和规格的货物的销售记录并已成功的运行3年,制造商应具有ISO9000质量管理体系的认证证书。
4、本次国际竞争性招标将采用亚洲开发银行一阶段单信封程序进行。所有来自亚洲开发银行合格成员国的投标人均可参加投标。
5、有兴趣的合格投标人可以自2018年3月12日起上午9:00-11:30,下午13:30-16:00 (北京时间)从以下地址处获取进一步的信息并查阅招标文件。
6、有兴趣的合格投标人可以递交书面申请至以下地址,支付人民币1500元或美元250元购买英文招标文件,售后不退。支付方式为现金、支票或电汇至以下账号(户名:中技国际招标有限公司,开户行:交通银行阜外支行,账号:110060149012013147797)。支付本地投递费200元或海外投递费30美元,招标文件将通过快递方式发送。对于文件丢失或迟到,采购代理概不负责。
7、所有投标文件应于2018年4月24日上午9:30(北京时间)或之前递交至通用技术大厦4层会议室。投标文件须附有500,000元的投标保证金。迟交的投标文件将被拒绝。所有投标文件将在出席开标仪式的投标人代表面前进行开标。

1. The People’s Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of Xinjiang Changji Integrated Urban-Rural Infrastructure Demonstration Project, and it intends to apply part of the proceeds of this loan to payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.
2. The China International Tendering Company Limited (the Procurement Agent), authorized by Fukang City Housing and Urban-Rural Development Bureau (the Purchaser), now invites sealed bids from eligible Bidders for the above-mentioned contract. The delivery period is six (6) months since signing the contract.
3. Only eligible bidders with the following main qualifications should participate in this bidding: (1) Minimum average annual turnover of CNY50 million calculated as total payments received by the Bidder for contracts completed or under execution over the last three (3) years (2014–2016). (2) Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY12 million. (3) Successful completion as main supplier within the last 3 years (2015–2017), of at least 2 contracts related to road maintenance equipment each valued at CNY20 million with nature and complexity similar to the scope of supply. Bidders should have ISO9000 Quality Management System Certificate. Documentary evidence shall be provided including but not limited to, copies of notification of award, signed supply contract, copy of required certificate and any other reference information from its previous clients, etc. (4) The Bidder shall demonstrate that the key equipment (including Skid Steer Loader, Snow Removal Truck, Wheel excavator, Watering Cart, Sweeper, Arm-hook Truck, Snow Blower, Garbage truck) of similar capacity has been in production for at least five (5) years. For each type of above mentioned equipment, a minimum of five (5) units of similar capacity have been sold and have been operating satisfactorily for at least three (3) years. Manufacturers for each type of above mentioned equipment should have ISO9000 Quality Management System Certificate.
5. Interested eligible Bidders may obtain further information and inspect the Bidding Document at the address given below, between 9:00-11:30 am and 1:30-4:00 pm (Beijing time), except for weekends and holidays.

6. The Bidding Document, in the English language, may be purchased by interested Bidders on the submission of a written application to the address above, and upon payment of a nonrefundable fee of CNY1,500 or USD250 in cash, check, or direct deposit to the account (Account Name: China International Tendering Company Limited, Account Bank: Bank of Communications Fuwai Branch, Account No.: 110060149012013147797), and for an additional fee of CNY200 for local delivery or USD30 for overseas delivery, the document will be sent by courier. No liability will be accepted for loss or late delivery.
7. Bids must be delivered to Conference Room, 4th Floor of Genertec Plaza before 9:30 a.m. (Beijing Time) on April 24, 2018. All Bids must be accompanied by a Bid Security of CNY500,000. Late bids will be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend.
